Felis Cattus is considered the home of nearly all cats and catfolk of the system. It appears to be a true wonderland for cats, made of rolling plains in bright colors - the colors a surefire sign of the Cheschire's influence on the land - and littered with toys, 'cat trees', and all other kinds of things a cat may possibly need. Its known that there is some kind of government within Felis, designed to make sure that all the cats within have their needs met and are not getting too rowdy with one another, but outsiders - that is, those who are not cats - are not easily permitted within the layer's walls, and thus little is known about how they govern themselves within their layer. Suffice it to say, no one ever hears any complaints from the layer's furry residents.
Function
The members of Felis Cattus hold our system's cat-like instincts, allowing us space to make sure they don't overwhelm us and cause us to interact 'weirdly' and thus get targeted for being 'strange' in the outerworld. They also hold a majority of our 'kin' memories, as this system collectively kins mountain lions. This layer of the system fronts very infrequently, almost never holding pilot on their own and instead co-conning with other members of the system.
